Bootleg construction has a way of alerting an astute inspector. Meter readers, not so much.

Had this lady come into the office years ago and complain that the power company wanted her to move the meter.

With a puzzled look on my face I asked why?

"Because they say it's in a room," was the answer.

Go there and sure enough it's like your pic, ICE.

Now mind you she had just bought the house and when the Circuit Rider for the power company went there he saw the problem. The readers must never had a problem.
 
One of these things does not belong here!!!....Oh wait....none of them do!!! That is great...you can stand on the gas meter to read the electric...
