Low vs Moderate hazard storage - can anyone explain this to me?

Why per IBC Table 508.4 is there a 1hr separation required between Business and S-1 (low hazard storage) and no rating required between Business and S-2 (moderate hazard storage). This doesn't make sense to me.
 
The separation is to protect the S-1 from the B. Not the other way around. The B and S-2 are similar hazards so no separation between them.
 
hahaha I did not refer to the table just the question. Yes the S-1 and B requires no separation. B and S-2 requires separation
