maneuvering clearance

It must comply with the following

2010 ADASAD 404.2.6 Doors in Series and Gates in Series. The distance between two hinged or pivoted doors in series and gates in series shall be 48 inches minimum plus the width of doors or gates swinging into the space.

I have an out swinging door at a toilet room. As you approach forwardly, a door on the left wall, perpendicular to the door I am approaching, is able to swing into the required 18" X 60" space to the left latch / side of the toilet room door. I am curious if this is a violation. The code is clear as to doors swinging into required plumbing fixture spaces, with exceptions. And it is clear regarding the doors swinging into the turning space. I am not so sure about this. I seems like a bad design but, is it a violation? GPE

Without a diagram I would not say it is not a violation

Can a user be hit by the second door? If yes it is probably a violation
 
Yes, a user could be hit by the adjacent door. However, it does have a vision panel, which helps. I tried to attach an image. No luck. Is there a method to that? I tried copying and pasting, and I tried dragging and dropping to no avail. GPE
