Max. Riser Height Issue

How can a riser height always be 7" ? Are all numbers perfectly divisible by 7" ? The answer is no. I wouldn't go above 7" if the stair is used by the general public. It won't meet code.
 
Building Code of New York State wants all risers to be 7 inch maximum and 4 inch minimum heights. Tolerance for risers in any flight is +/- .375/inch.
