Would suggest adding S-1 to the F-1 occupancy type ( see Section 311.2 in the `06 IBC ].

311.2 Moderate-hazard storage, Group S-1.

Buildings occupied for storage uses that are not classified as Group S-2, including, but not limited to, storage of the following:

Aerosols, Levels 2 and 3

Aircraft repair hangar

Bags: cloth, burlap and paper

Bamboos and rattan

Baskets

Belting: canvas and leather

Books and paper in rolls or packs

Boots and shoes

Buttons, including cloth covered, pearl or bone

Cardboard and cardboard boxes

Clothing, woolen wearing apparel

We have been dealing with dispenseries for over 10 years. About 2 years ago it started to get out of hand so, the Planning Department decided to do something about it. They limited the dispenseries to 4, but the biggest impact was regulating the size of grow rooms within a residence. We were loosing too many houses to fires and total grow operation. The ordinance limits grows to 50 sq.ft.(not exceeding 10' in height), a 1200 watt light, no gas products (butane CO2) and be a qualified patient. So now, even though the County Drug Task force will not raid a house because the grow is not large enough, the City police can raid it because it does not meet zoning regulations. They only raid houses that they know are growing and selling the marjuana. At each raid, the Building Department is brought in to look at the wiring. In every case it has been determined the wiring is substandard and the electrical meter is then disconnected. A Notice of Nuisance is sent to the owner and the nusiance is recorded with the County Assessor. Before the power is reconnected and the recording lifted, a permit is required to correct the violations. These permits have been running about $1,200 apiece. Also, before a permit is issued, the City inspector will make another inspection of the residence, noting any other health and safety violation. These will also have to be corrected.

Dispenseries/Commercial grows are treated as F1/M occupancies. They are required to have engineered electrical and mechanical designs and all equipment must be UL approved.

As far as how marjuana has impacted the City. Home invasions, murders and other violent crimes have been on the increase. The population of our city is only 17,000.

Sounds like influence of this or that Mexican cartel.
 
I do not believe that this would be an AG based business. The manufacture of medicines would clearly be an F. Given that most growers are also patients in need, the next best class would be an I occupancy with a B for the pharmacy. There would have to be a test to determine if the growers were capable of self rescue.
