Mexican structural Failure

Thoughts on failure of Mexico City 2012 light rail support structure, any one have construction photos?
 
Looks like it gave up in the middle.

If so, wonder why a joint there, with no support

It appears that the authorities were aware that the collapse was inevitable.

 
It does indeed, but then what else is new down there? It is not the only country with similar issues.
