Mezzanine stair

Does a mezzanine with offices above it, contained within a garage S-1 Storage truck bay, need to be accessible? If so do you just make the stair larger than 48" wide so people can carry employees or visitors in wheel chairs up and down the stair? This seems strange to me... treating the wheel chair bound person as a second class citizen, not independent, having to get help etc...

This is allowed? No elevator needed?

Are they really tied to the wheel chair? What is the mezzanine used for? If the same facilities are up and down, maybe not....

IBC 1104.4 Exception 1 - An accessible route is not required to stories and mezzanines that have an aggregate area of not more than 3,000 square feet and are located above and below accessible levels.

this is what I determined. Not code required however, I asked that this be verified with the Owner/User. If it is desired someone would need to carry the person (assuming a wheelchair) up the stairs which seems pretty odd and awkward.
