Minimum rebar to exposed concrete edge

When looking in forms to verify rebar placement, where do you find the minimum requirements for distance to the edge of concrete whether exposed or against the earth? I thought it was in Chapter 19 of the IBC but it looks like it points directly to ACI 318, but where in there?
 
IBC references ACI318 similar to A117.1. If the design spec's do not reference ACI318, the IBC does and the above minimum clearances apply.

ACI also publishes ACI 117 - Specification for Tolerances for Concrete Construction and Materials.
