What occupancy type would you set for a mulch bagging plant. There shall be no mulch stored inside the building. It will be brought in by front end loader as they are putting it into bags.

The choice is between F-1 and F-2.
F-1 includes a number of materials that I would think have combustibility and fuel loads comparable to mulch, such as hemp, jute, brooms and brushes (manufacturing), paper mills, and woodworking. I'd go with F-1.
