Multiple dwelling units on a single lot

Given a single parcel of land, with multiple detached dwelling units. Each unit is approx. 1500sf², and a complete dwelling unit, but used for transient occupants. Would the applicable code for each structure be the IRC or the IBC? Assume P&Z approve of it.
 
IRC could be used. FSD measured from imaginary property lines b/w the dwelling units.

Not a fan of it myself, in particular given the transient use. But sounds like they fit within the IRC scoping (R101.2).

Yep, IRC is what I come up with, but the transient nature aspect does mix it up a little. Not sure transient SFD's have been considered just yet.

Agreed. Where I have seen it handled is through either business licensing (FD inspections are prerequisite) or zoning. (Note: my thinking here is AirBNB and similar short term leasing).

One of the challenges that I see comes from the definition of dwelling. Single- and two-family dwellings clearly being subject to the IRC.

2021 IRC
[RB] DWELLING. Any building that contains one or two dwelling units used, intended, or designed to be built, used, rented, leased, let or hired out to be occupied, or that are occupied for living purposes.
 
This was a question that came from another AHJ, I answered it how I "would" view it. I will let them worry about P & Z. I also see the correlation with the ADU issues that are starting to pop up, though this isn't the same as tiny home in the back yard.
