Nail Salon remodel

Given:
Remodeling an existing nail salon for which ADA does not give specific clarification as to how many of each type of workstation/personal grooming station (a service) should be accessible.
Grooming procedures typically include: manicures at tables (easy to access) and pedicures that require a special chair with a foot sink.
In order to provide plumbing for the sink a raised floor is required. To provide access we have located one chair at floor level for side transfer and the balance of chairs on the raised floor.
Issue:
The contract checker for a local city has taken exception to the location of the floor chair which is adjacent to the platform chairs, claiming the platform chairs require a ramp.
The ADASAD only indicates that 5% or one of each service must be accessible ( a performance requirement) as to locations within the space (+/- 1800 sq. ft) isn't that up to the designer to determine and not the checker to dictate where the floor chair is located?

Any code cites appreciated.

In the 2012 IBC they should be able to us section 1109.11: Where seating or standing space at fixed or build-in tables, counters or work surfaces is provided in accessible spaces at least 5% but not less than 1 shall be accessible.

There probably is a counter there, if not have them screw a small table to the floor by each of the chairs.
