NEC code or property maintenance

Even if not live it should not be accessible to public. Lets say someone unshorted the ungrounded conductors and another someone terminated and energized the other end.
 
We have this. I would think that everybody has something similar.

Sec. 81.12. Authority to DisconnectThe Chief Electrical Inspector is hereby empowered to disconnect or to order in writing the discontinuance of electrical service to wiring, devices or materials found to be dangerous and a hazard to life, health and property until the installation of such wiring device or material has been made safe as directed by the Chief Electrical Inspector.
 
I can't make them do anything unless they have a permit and they can't do any work without a permit. No Maintenance Code in most municipality's in PA. Local municipality need to adopt the fire code, hardy any have.

You could lay down next to it and call 911....and a lawyer.

Jeff could Photoshop a picture of it with piles of money all around and tape the picture to Home Depot's front door.

Me, I would get the manager out there and tell him to fix it. It has happened. It was a Staples store. Of course I look way more intimidating than Jeff. But oh my gosh, he has a gun.
