Number of exits 2nd floor apartment building, non sprinklered

For a 2 story apartment building that is not sprinklered.
This "building" contains 2 apartments on both the 1st and 2nd floor, for a total of 4 apartments.
All of these apartments are under a common roof (in the same "building"), with a central enclosed stair as egress stair for the 2 second floor apartments only.
My interpretation of the code says that 2 exits are required for the "building" 2nd floor and 1 for the 1st floor.

Questions:
  • Do the 2 distinct exits for the individual 2nd floor apartments meet the 2 exit requirement or is the meaning that each apartment unit will need to have 2 exits, so 4 exits total at 2nd floor under the one building roof.
  • Thought I had found an exception in table 1006.3.3 (1) (2) but the exception apparently requires that the building be sprinklered in a footnote.
I'm reasonably certain that in this situation only one exit is required per unit on both the 1st and 2nd floors just not sure how to justify that with the code (because of requiring 2 exits at 2nd floor).
 
Group R is required to be sprinklered regardless of any other conditions (IBC Section 903.2.8). Your choice of sprinkler system (NFPA 13 or 13R) will determine what other trade-offs you may get, but either one will allow the single exit.

Table 1006.3.3(1) is your best choice since it allows a 125-foot common path of egress travel.
 
I am confused!

Sounded like you were talking about an Existing Building, So what was the Previous Use / Configuration

Could this be a Continuing, Legal, Non- Conforming Use?
With 2 stories and what sounds like a central stair, sounds pretty safe as long as the Fire Alarm is working
