NYC 2-family conversion requirements

I'm in a R4 area and I heard 3 main requirements:
  1. Two 8' wide parking spaces,
  2. One of the two units must be 945 sqf minimum, and
  3. Liveable space 8' ceiling height clear
Anyone know or heard of these regulations?

Are you talking R4 Use Group or R4 Zoning, need more specifics, I am not familiar with "R4 area" in NYC lingo
