Occupancy classification/rated wall

Hello all, we have a difference of opinions at my office and I would appreciate your thoughts and input.
We have a commercial aircraft hanger that is used for storage only,no repairs. We are trying to legalize a small Office (approximately 500 sq. Ft.)that was built inside the hanger without permits/inspections. The hanger was built with permits/inspections in under the 1998 California building code. It should of been classified as an S-5 occupancy but so far we can't find the approved plans.
The debate in my office is if a 1 hour separation is required between the existing/permitted hanger and the new office. And since there is no longer a S-5 occupancy in the new code that the hanger(even though no work has been done on it)is now classified as an S-1 and no separation is required. Some of the thoughts are since the hanger was built legally and classified as a S-5 back in 1999 that it is still an S-5 occupancy or at the very least maybe the closest thing to it in today's code, now- an S-2. And now that there is a new office building that would trigger the 1 hour separation between a B and S-5/S-2 occupancy.
Your thoughts, opinions and recommendations are greatly appreciated.

It was built without inspections and permits-we don't know exactly when it was built so we are considering it built in 2016, under the 2013 CBC.
 
Accessory use??

Any more work has to meet present code.


Would not call it a S-2
 
Does not matter what S classification it is if the office is less than 10% of the main occupancy then it is accessory and no separation is required

508.2.4 Separation of occupancies.
No separation is required between accessory occupancies and the main occupancy
