Occupancy Classification

I'm looking over some plans to renovate an area of a building and make it a Police Station with 3 holding cells.

The Codes are the 2009 I-codes.

My question is, what is the occupancy classification for the cell area? I believe the remainder of the police station would be a "B" and the cells are not intended for long stays by the prisoners, less than 24 hours and in most cases less than 3-4 hours.

What are your thoughts?

308.5 Institutional Group I-3.

This occupancy shall include buildings and structures that are inhabited by more than five persons who are under restraint or security. An I-3 facility is occupied by persons who are generally incapable of self-preservation due to security measures not under the occupants’ control. This group shall include, but not be limited to, the following:

Correctional centers

Detention centers

Jails

Prerelease centers

Prisons

Reformatories

As long as you are 5 or less.....B

Another Occupancy question for the group.

Pizza takeout, no seating area.

Is this a B-Business or more M-Mercantile since people are only there to pick up a product (merchandise)?

The other issue is the pick up area, I'd hate to call it a Lobby, 5sf/per, since it's 300sf, it really racks up the occupancy load for both exitting and Plumbing Fixtures. There's typically a couple cooks, and maybe a patron or two picking up.
 
B for both.

The square footage calculation for B is not 5 sf per person, it 100 sf gross.

As the occupant load does NOT need to be posted, and the exit door would accomodate substantially more than 3 people there should be no issue.

Generally for Business it is 100/person, but one should look at the use of each space individually. So the Front Lobby can hold more than an office with desk & chair. I've had Inspectors put a Lobby at standing people 5sf/person. Looking for the rational to use the 100 which is realist for this use though. Rest of area is Kitchen (200sf/per) and Storage (300sf/per). It's the pizza pick up area that I'm wishing to classify correctly.

Ok his many sq ft is the pick up area by itself???

Exception: Where approved by the building official , the actual number of occupants for whom each occupied space, floor or building is designed, although less than those determined by calculation, shall be permitted to be used in the determination of the design occupant load .
 
I'd understand the 60sf if I was on another floor, but 2009 MBC/IBC Table 1004.1.1 has grade floor Mercantile as being 30sf/per, but I agree 5.1 or 6 is more of a likely load.

I asked the Buildilng offical 2 weeks+ ago and still no decision, and this is not a large municipality.
 
IBC 2902.2 exceptions 2 & 3 permits single uni-sex restroom based on the OL and use.

I used 60 because people are not crowding around a sale table or display racks. they are simply waiting. Sounds like you have room to install a bench, fixed seating, which might help move the BO along
