Occupant load of a city council chamber

But what if people stand on the ramp? What if they are having chickenfights (was that a thing everywhere?) with people of their shoulders? Someone could stand on the desk....Shouldn't you do it at 5 and double it?

I'm a little late to this party and I'm using the IBC Table 1004.5 and it sez 7 NET instead of gross, does the CT code use 7 gross?

I like the raised (Stages and platforms) calc at 15 where the guys with grey wigs set., again that's net.

Does the room have other deductions like pillars, closets or projections that can be used to reduce the OL?

Posting the OL should be done, sometimes the crowd causes the meeting to be moved to another venue.
 
The local AHJ agreed with my assessment of the council chamber occupant load.
Before my firm got involved this went all the way up the chain to the State Fire Marshall's office, they came in and did their own assessment / report and the states findings mirrored that of the local AHJ. So its a forgone conclusion that the egress issues need to be addressed and its now a matter of how many exits need to be added. If I can get the OL of the 2nd floor under 600 people, than per NFPA 13.2.4.2 I would only need to add 2 exits instead of 3 exits.

The local AHJ agreed with my assessment of the council chamber occupant load. This got the 2nd floor total OL under 600 people and now we only have to add 2 stairs instead of the 3 required stairs cited under the AHJ's previous abatement order.
 
Put an occupant sign by the door and pick a number that suits them. There's nine desks for the politicians and then limit the number of chairs for the constituents according to the sign. When hot-button topics come up during meetings and Antifa shows up they can order them out or just bite the bullet.
