Parking for apartments

2009 IBC 1106.2 Groups R-2 and R-3. At least 2 percent, but not less than one, of each type of parking space provided for occupancies in Groups R-2 and R-3, which are required to have Accessible, Type A or Type B dwelling or sleeping units, shall be accessible. Where parking is provided within or beneath a building, accessible parking spaces shall also be provided within or beneath the building.

Does this mean an accessible parking space for each A & B unit or 2% of the total spaces in the lot?

Are there surface parking spaces?

Are there assigned parking spaces?
 
The 2% rule would apply to the total number of parking spaces provided. As far as I know, ADA and ICC ANSI A117.1 do not specify the number of parking spaces required for a development. This is usually a zoning issue where you have to provide two parking spaces per dwelling unit for example.

ADASAD does identify the number of spaces required BUT ADA is NOT applicable in R2 AND R3

Fair Housing is applicable but does not identify the number of spaces.

I will withhold the rest of my comments until the questions in post 2 are answered.
 
Are there parking spaces in the parking structure for all units? No structure, just a lot in front of 9 two story buildings with 4 units each. The lot is in sections by curbing , some for 2 buildings some for one building. Two A or B units in each building.

Are there surface parking spaces? Yes

Are there assigned parking spaces? Don't know, does it matter?

We don't enforce ADA, only 2003 ANSI 117.1
 
First of all, are the R3 units going to be sold or rented?

If sold, the R3 units are exempt.

You have covered parking. A portion of the accessible parking stall shall be in the covered portion.

If you have assigned parking spaces, one space, of the covered parking, shall be provided for "each" accessible unit.

How many total spaces?

A portion of the accessible parking stall shall be in the uncovered portion, for guest parking.
 
It looks to me that they will need at least one accessible space in each section of the parking lot. Parking lot is devided in sections by curbs and landscaping. Each section is in front of one or two buildings.
 
R-3 is Single family or duplex

You have no covered spaces? You stated "...within or beneath a building..."?

How many total spaces do you have? 100 spaces? 2 percent is 20...

1106.2 Groups R-2 and R-3.

At least 2 percent, but not less than one, of each type of parking space
