Performance Compliance Method - IEBC How often is it declared?

Working in a New England town that (like so many towns in New England) started out as a mill and factory town, I see a LOT of projects that involve existing buildings. They range from minor (Level 1 under the Work Area Method) to extensive alterations and change of use and occupancy. I've been in my current job for just over three years and in that time I've seen only two projects (out of hundreds) that used the Performance Method -- and those were both by the same architect, both for projects in the same large former mill building, and both were initially done incorrectly.

I was in my former ABO position for five years. In that period we only saw one. Back then we didn't use the IBC and the points system was in Chapter 34 of the IBC. That one was also compiled incorrectly. When done correctly it was so short of a passing score that it required multiple code modifications from the Office of State Building Inspector to allow the
 
I’ve seen 1 in 15 years and it was done correctly to avoid sprinklers….That being said, about 10% of our existing building projects state any compliance method on initial submittal (as required by IEBC 301.1)…It’s a bigger problem…


301.3 Alteration, Addition or Change of Occupancy


The alteration, addition or change of occupancy of all existing buildings shall comply with one of the methods listed in Section 301.3.1, 301.3.2 or 301.3.3 as selected by the applicant. Sections 301.3.1 through 301.3.3 shall not be applied in combination with each other.
