Is there any document (preferably ICC, but anything from anywhere) that spells out the duties and responsibilities of a Permit Technician?

As long as the last line in that documents states "and all other duties as assigned" you will be covered.

Get the book called "Building Department Administration"

Then modify it to fit your office.
