i'm working on a outdoor stage project for school. the project consists of a stage and a small building containing concessions, restrooms and storage. the owner has a limited max budget and construction costs are crazy right now. the building is remotely located and it will be difficult to get utilities to it which will likely kill the budget. the current plan is to only construct the building shell and then build out the interior (concession and restrooms) as part of the next phase of the school which is scheduled for the next few years.
i'm not sure how to address this with the AHJ. can we get a permit without the restrooms?
 
Just do the shell only and permit for that

Than submit plans later for interior, to include restrooms?? And permit for that?
 
This is done all the time. A permit is issued for the shell building and then a separate permit is issued for the interior work (commonly referred to as a TI or tenant improvement). When the shell building is completed, the building department will likely issue a certificate of completion instead of a certificate of occupancy, since the building cannot legally be occupied until the interior work is completed.

yes, the school wants to be able to use the stage immediately. no, there are not restrooms within 500 feet. that is the issue.
 
You can check and see if they will accept porta-potti's w/washing stations as a temp trade-off.
