[BG] MEZZANINE. An intermediate level or levels
between the floor and ceiling of any story and in accordance
with Section 505.
Sounds like built-in seating, like a bench but much larger. Do they sit their butt on the part that is 18” above the floor or is it a riser (platform) on which seats are placed kind of like an old style shoeshine stand so their feet are at 18” above the floor?with a 100sf² raised platform, 18" AFF where people sit to get there feet worked on. Would you consider this a platform, a floor, or something else?
Sounds like this provision requires a mezzanine to have occupiable floor area below it:Just to mess with everyone's minds, though -- could it be a mezzanine? At 18" above the surrounding floor, it's not one step up -- it will require a stair with three risers.
Partial quote of 2018 IBC 505.2
The clear height above and below the mezzanine floor construction shall be not less than 7 feet.

2 sets of steps, one between each of the three chairs. Other comments regarding those, and the lack of accessibility. I think they will abandon the idea but that is their call. How about access to this raised area?
