Plumbing Fixture Count - small kindergarten size

K-12 school reno. Modular classrooms are added & more washrooms will be required to accommodate the new enrollment of students.
Can we count the small kindergarten-sized water closets towards the overall plumbing fixture count?
 
ANSI A117.1 and the 2010 ADA Standards allow for the use of water closets sized for children. The IBC and IPC are silent regarding the counting of these water closets towards the required minimum. Since the codes are silent, I would say it would be acceptable...to a point. For example, you could not make all water closets sized for children.

Thus, I would say it would be acceptable to apply the child-sized water closets to the minimum requirements if you provide the ratio of child-sized water closets to adult-sized water closets that matches the historic ratio of children (of the age that can use those water closets) to all other children and adults.
