POCO Requirements Above and Beyond the NEC

I came from an area that has their own REMSI standard which they held the electrical inspectors to as part of accepting cut in cards. You could easily pass an electrical inspection under the NEC but still not get a cut in card as you would fail under the requirements of the POCO. The POCO was always quick to call you if you let something go and one of their techs showed up to connect a service.

Does anyone else have similar issues in their area?

Here is an example of a service lateral that is provided by the customer. You have a choice of using PVC for underground but you would have to encase it in concrete if you don't use steel the entire length.

Haven't had that issue here yet, looks pretty basic except for the concrete requirement which may have something to do with the 3-phase?

On residential here: One of our POCO's require a Sch.80 PVC slip joint on the riser below the meter can to allow for expansion and then allows (sch. 40 PVC) in the trench. Radio read meters have just about made the height of the meter a no issue but the local electricians learned that 60" rule and continue installing them at that height.
