Point of use water heater P&T

Would seem to me that when you have a point of use water heater under a vanity that if the P&T blows, anyone nearby will be burnt by steam/hot water under the vanity. There is not usually a provision for a P&T drain under a vanity sink in places like churches/commercial installs. Could anyone shed light on this code issue?
 
Todd welcome to the BCF. What does the manufacturer's installation manual say besides comply with local building codes? Electric water heaters do not require TPR valves.

I don't agree with that. Storage water heaters require a TPR. The instahot may not depending on the size of the internal capacity. Did you know that pool heaters require a TPR also?

A pretty good rule of thumb is that if there is a port for a TPR it needs one.

Thanks for that correction. Was thinking of all the new effeciency unit that have those little tankless mounted under the sink and above the clothes washer.

What edition of codes are you using?
