Portland Loo restrooms

Our City is looking into installing a Portland Loo in the downtown area. I have done some research into it and it looks as if it complies with ADA on the inside. The only question I have is the hand washing facility which is on the outside. It appears to be too high. Do any of you have any experience with these restrooms?

The more I look at it the more I think it will comply. I just cannot find a information on it. It appears to be the same height as the door handle.
