Other than chapter 23 does the code specifically require that the means of egress be positively anchored as it does in the IRC?

What about the same for ramps and landings of an accessible route; not a means of egress?

Project is an existing building.
 
Clarify what you mean by positively anchored.

I have a hard time envisioning how a building element can comply with the code without being positively attached to the rest of the building.
 
Existing door concrete landing removed; bottom threshold 12 inches above grade; exterior is brick veneer; entrance converted for accessible route. Can the accessible route be free standing or required to be physically attached to the foundation?

Project is adding several new egresses to increase occupant load for day care; and chapter 34 accessibility.

Aware that openings in walking surface to be less than ½ inch.

No reason it cannot be free standing, think of a slab on grade sidewalk as a landing for a door with an expansion joint at the threshold.

Depends on the climate...a frost protected stoop may be required, or you may not meet the threshold requirements for accessibility, and if your doors swing out, this could also present a functional problem with getting the door open over a slab of sidewalk that has heeved. my two cents.
