Project Scoping: Mech & Electrical Costs

Project: Change of Use in Existing Building, 2 story, currently no elevator, California Building Code
A local government agency is looking to thoroughly modernize MPE systems in an existing building that they recently purchased. They are also intending to do minor interior alterations on both levels and a change in use on the accessible level. CBC path of travel requirements, 202.4B exception #7, allows projects consisting only of heating. ventilation,...electrical, etc, to not trigger P.O.T. requirements.

If they undertake those exempt MPE upgrades separately, do the costs of those upgrades need to be considered for a separate interior alteration project within a 3 year period?
