Public Assembly Drawings

In New York city we have to do a separate permit drawing called public assembly along with the normal permit set of drawings. This is similar to a life safety plan that shows the occupancy loads and travel distances, but mostly focuses on public areas such as the dining area of a restaurant. One thing that's always confusing to me is that if it is done in 2010 using the 1968 NYC building code and I have to do a new or I guess an updated public assembly drawing in 2024 or 2025 does it still have to be based on the 1968 NYC building code even know the normal permit drawings are using the updated NYC building code?

At least they don't make it confusing.....
 
We do a lot of work in NYC. One architect i was working with said that the new PA doesnt have to be the 1968 code even if that was used before, but another architect never wanted to change it because he was afraid that they would make him do more stuff. I've never had one rejected for using the new code and told to redo it, but I was just curious what the proper thing to do is. One difference is that in the 1968 code, you have to call out each leg of the travel path. Also the charts and code sections that you reference are different.
