Regarding C404.5 Efficient Heated Water Supply Piping, what is a public lavatory? Is it anything non-residential? Is it something for the general public but not lavs for employees only?

The project in question will have a tank type water heater above two single user toilet rooms in the warehouse area of a food production facility. The facility is smaller, so I cannot guarantee other employees will not use the toilet rooms.
 
C201.3 Terms defined in other codes.
Terms that are not defined in this code but are defined in the International Building Code, International Fire Code, International Fuel Gas Code, International Mechanical Code, International Plumbing Code or the International Residential Code shall have the meanings ascribed to them in those codes.

2018 IPC
PUBLIC OR PUBLIC UTILIZATION. In the classification of plumbing fixtures, “public” applies to fixtures in general toilet rooms of schools, gymnasiums, hotels, airports, bus and railroad stations, public buildings, bars, public comfort stations, office buildings, stadiums, stores, restaurants and other installations where a number of fixtures are installed so that their utilization is similarly unrestricted.
