R1 or R2

I would have never guessed that sanitation means a bathroom. Not in an dictionaries. I asked 5 other inspectors that work with me an none of them thought of that.
So if you have a kitchen in a sleeping unit. is ok to have a bathroom in a separate room connected to the sleeping unit?

The R1 sleeping units I am looking a are for transits (short term rentals) and have two bathrooms, two bedrooms, and a living/dining/living room. So as long the bathrooms are in separate rooms it can be a called "sleeping units" which make them R1?
 
One aspect I'd point out is that "sanitation" is one of the key purposes of the codes. As I read the purpose statement for the codes, I believe it generally lists sanitation with the intent being the washing or cleaning of oneself (i.e. a bathtub, shower, etc.). It is my opinion that sanitation in this context is related to personal hygiene.

To be a sleeping unit (R-1), the room/space could have either a kitchen or a tub/shower, but not both. A toilet room would not be a part of the determination. If it is a dwelling unit (R-2), it must have means for food preparation (kitchen with means to cook and wash), means of sanitation (tub/shower), and a toilet room.

2021 IBC [A] 101.3 Purpose

The purpose of this code is to establish the minimum requirements to provide a reasonable level of safety, health and general welfare through structural strength, means of egress, stability, sanitation, light and ventilation, energy conservation, and for providing a reasonable level of life safety and property protection from the hazards of fire, explosion or dangerous conditions, and to provide a reasonable level of safety to fire fighters and emergency responders during emergency operations.
 
Odd you can have a kitchen sink but no hand soap or hand sanitizer.

i called the ICC and they would not give me a definition of "sanitation". But the told me that the definition of sleeping unit describes a typical sleeping unit and does not restrict it to have sanitation and a kitchen. So I am going to go with that.

I guess that would go with the definition of a dwelling unit as just typical so you do not have to have a kitchen or/and satiation in it.

I wonder what other definitions just describes something as just typical.
 
Virginia amended the 2018 IBC to include dwelling units in R-1:

310.2 Residential Group R-1.​

Residential occupancies containing sleeping units or more than two dwelling units, and:
  1. The occupants are primarily transient, and
  2. There are more than 10 occupants. (this allows Bed & Breakfast which are limited to 5 bedrooms to be R-2)

310.3 Residential Group R-2.​

Residential occupancies containing sleeping units or more than two dwelling units where the occupants are not primarily transient.
