Rafter tie

A flipper bought a house with expired (2002) permits for an addition to the kitchen. The roof framing was replaced on most of the house. There is no record of a framing inspection. The attic floor is covered with OSB. The rafter span is fairly large. I have no indication that there is a rafter tie. So I asked for rafter ties. I got collar ties with braces. They will get rafter ties....just not right away.

Not that they may have needed a purlin but if they did, they screwed that up too. Are there not ceiling joists under that floor acting as rafter ties?

Oh, the exposed paper faced insulation is a bonus too.

There might be. All of the rooms are small so the ceiling joist could run both ways. The OSB is nailed with a random pattern. They have the option of showing me but chose not to.

Based on the work that I can see, I would tend to think that there is a rafter tie. Then I got to wondering what the 4' white pipe is doing. It is for 3 fart fans and not glued together. So I need to see the ties before I will believe that they are there.
