Ramp for accessible entrance

The only accessible entrance is on the side of this recently renovated pizza parlor in Pittston, PA where federal and/or state grant money was used on a project through the local redevelopment authority. They had to elevate the sidewalk to get to the accessible doorway. The elevation appears to be about 10-12" The door is at the top of the plain concrete walk where it turns back into stamped concrete.Does this meet ADA and ANSI A117.1?
