Rescheck UA Alt and Energy Credits option 1.2

I've searched for quite a while but cannot find the answer to this question. Can anyone point me in the right direction here?

When using ResCheck UA Alternative method and selecting credit option 1.2 from WSEC table R406.3

"reduce total conductive UA by 15%"

Does this mean the "passes by" percentage shown for compliance in Rescheck needs to be at least 15% or better when using option 1.2?
