Residential Back Flow Preventer Testing

The Uniform Plumbing Code requires annual testing of all backflow preventers with no exception for residential.

I know in some areas each home may have 2 or 3 devices for lawn and fire sprinklers, pool and fountain water levelers etc.

Is anyone enforcing this requirement and if so, how?
 
No inspection reports are filed with the building department but I believe Public works has recieved a few inspections!
 
Public works here keeps a list and a record of the testing. They just have to have it tested by a state licensed person and submit the testing record.

They build their list off of permits. When we inspect one going in, we forward the location and other info to public works.
