Roll in shower part of turning space

I seen roll-in showers with no lip at all. And it work as part of the circular turning space.

ANSI 2009 section 304.2 turning space Floor Surface. Floor surfaces of a turning space shall comply with Section 302. Changes in level are not permitted within the turning space.

EXCEPTION: Slopes not steeper than 1:48 shall be permitted.

So if there is no lip and the slope toward the drain is less than 1:48 could it be part of the turning space?
