does the IBC 2006 require "access" to the roof if the building is only 3 stories and the roof is sloped 4 in 12?

The details that you have given and the picture would explain everything and you don'y need to follows the rules as the building is only three stories high.

we could possibly cite section 1009.11 form 2006 IBC.....regarding ur 3 story reference???
