Roof Drainage over sidwalk

Can a roof drain over a sidwalk? I am concerned that the roof drainage from the gutter and downspout will freeze on the sidwalk and cause a slip hazard. Is there a code section that I can reference?
 
This was discussed in some detail several months ago. Use Jeff's new Google widget to find that old thread. There is much disagrement over that issue on the board.
 
ROOF DRAIN. A drain installed to receive water collecting on the surface of a roof and to discharge such water into a leader or a conductor.

CONDUCTOR. A pipe inside the building that conveys storm water from the roof to a storm or combined building drain. Not applicable

LEADER. An exterior drainage pipe for conveying storm water from roof or gutter drains to an approved means of disposal. That would be you who will say it can drain on the sidewalk where in you part of the country it will freeze or as the AHJ Disapproved and site your reasons. Be consistant on all projects.
