S-1 vs S-2 in fire separation

S-1 occupancies are noted as MODERATE hazardous and S-2 are noted as LOW. Yet in table 508.4 S-2 needs a fire wall between other occupancies where S-1 doesn't. What am I missing? Example (sprinklered bldg) S-1 next to M = NR, yet S-2 next to M = 1hr

As Steveray said your protecting the S2 from the other occupancies that have higher fire loads in general.
 
Let me clarify the question. I understand the reason for the separation the question is why is the S-2 have greater separation requirements than an higher S-1 hazardous occupancy?
