ICC/ANSI A117.1, American National Standard for Accessible and Usable Buildings and Facilities, 2003

36 CFR, Part 1191, Americans with Disabilities Act and Architectural Barriers Act Accessibility Guidelines (ADAAG/ABAAG)

Pass-thru window equipped with security screen used to dispense pills to inmates.

Sill of window located at 42” AFF.

No counter at either secure or inmate side.

Window located on an accessible route.

Clear floor space for parallel approach provided.

Question:

Is this arrangement required to comply with ICC/ANSI A117.1, Section 904.3 (ADAAG/ABAAG Section 904.4)?
 
maximum reach is 48 inches So a window 42" AFF should be okay

If there is no counter, you do not need to comply with counter section of the guidelines

So in terms of scoping is the presence of a counter an absolute trigger, or should the activity at the counter considered?

If there is no transaction (i.e. merchandise is not purchased, forms are not filled out, goods are not ordered or picked-up) then does a counters presence automatically require that the top be set at 36" max. Again, clear floor space for parallel approach. Lip of counter projects < 10".

This is another window servicing inmates in the same facility under the same codes.
