Seals for fueling stations

They were not quite ready for inspection in this area but wanted me to sign of on another area so they could backfill. Temperature during this project never got above 22 F. I did an inspection 3 days after the seals were "set" and they were still goopy. They never actually hardened.

Probably needs to be removed. The sealing compound manufacture installation instructions for the most I have seen need to have a temperature of at least 40 degrees for at least 8 hours I beleive off memory.
