Seating Platform Restaurant

Nit, are you doing this as a deign/build or AOR? If AOR you had better check with your carrier (even if city were to approve it.
Do they license ID's in Minnesota? This has "suits" written all over it. Even an indemnification letter from owner/landlord may not protect you.

We're the Architect of Record. That what has us concerned about this. Our experience tells us this is a bad idea in a restaurant setting. And the AHJ? Oh, they'll approve it. They approved the attached.

Looks pretty but what a mess.
Even the table on the top is not accessible, does not have the required toe space.
Handrails on both sides missing.

1015.2 Where required. Guards shall be located along
open-sided walking surfaces, including mezzanines, equipment
platforms, aisles, stairs, ramps and landings that are
located more than 30 inches (762 mm) measured vertically to
the floor or grade below at any point within 36 inches (914
mm) horizontally to the edge of the open side.
Guards shall
be adequate in strength and attachment in accordance with
Section 1607.8.

I hope they keep an ambulance outside of those doors.

Think of this as a theater. No guards required on audience side of aisle.
