Secondary Containment CFC 50 or 57?

I'm working on a craft distillery and trying to determine whether or not I need secondary containment for large product tanks (1,000 gal). This is in CA.

CFC 5004.2.2 says to provide secondary containment per table 5004.2.2. This table says "See Chapter 57".

CFC 5703.4 notes that spill control and secondary containment are required when MAQ is exceeded (MAQ is being exceeded in this case) and where required by 5004.2 and then says to provide this control and containment per 5004.2

5004.2.2 calls for secondary containment where required by table 5004.2.2 which refers me back to chapter 57.

I'm stuck in a loop.

This is an H3 area with class IB liquids (ethanol) in quantities greater than that allowed in control areas.

So do I need secondary containment?

I got a cold for Christmas so maybe my brain just isn't working right...

IMO, Yes, you need secondary containment........See
Section 5004.2.2.3 - Indoor Design.

Maybe I should have stayed in bed today.

There is an important comma in 5703.4 I might have skipped over.

5703.4 - "Where the MAQ per control area is exceeded, and where required by section 5004.2...."

If you stop reading at the comma chapter 57 says I need spill control and containment. Then I go back to chapter 50 for the particulars.
