Section 721.6 IBC 2006

Has anyone ever had a submission using this section for a one hour rating of an exterior wall? It seems to be cut and dry according to the section and the commentary. Is there anything special I might be missing? It seems to be too easy.
 
Just had a discussion yesterday with an architect about using this section for rating an existing wall in a newly constructed building. Seems the feds won't recognize non-seperated uses in the IBC and the project is almost complete.
 
The project is a border station. The arch designed it as non-seperated uses between the admin portions and the area where a private vehicle may be searched. Because it is a federal project the feds do there own inspections.
 
Having done many Federal projects, including boarder stations, non separated uses is allowed. I know that is probably not your fight, but I am curious why someone is purporting that non separated uses can not be used.
 
Back to the thread, I've used Section 721 on several occasions--with Section 721.6 seeing the most use. It adds a lot of flexibility. I just wish they would add a Section 721.7 for metal stud assemblies.
 
Is this a code issue, or is it a design issue where the feds want the separation for additional safety? You never know what people might be trying to smuggle in their cars.
