Service sink location - first floor only?

Hello. New construction 2 story 9,000 s.f. mixed use building. I have used the Plumbing Fixture Calculator per www.ara4help.com and come up with one service sink required for each occupancy. All spaces are for the same owner with complete access throughout. Per my review of the code along with the other lengthy service sink thread seems I can get away with one sink total.

Question: Can I locate this sink on first floor only? Realistically, it would be tricky to get a heavy mop bucket to and from second floor since I have no elevator. Second floor will be offices with carpet anyway.

Mixed uses are B, F1 (two catering kitchens) and Storage. Second floor is B only.

g. For business and mercantile occupancies with an occupant load of 15 or fewer, service sinks shall not be required.
What is the OL for your second floor.
The 2018 "B" is 150 gross sq ft per person OL

The occupant load factor for concentrated business use shall be applied to telephone call centers, trading floors, electronic data processing centers and similar business use areas with a higher density of occupants than would normally be expected in a typical business occupancy environment. Where approved by the building official, the occupant load for concentrated business use areas shall be the actual occupant load, but not less than one occupant per 50 square feet (4.65 m2) of gross occupiable floor space.
 
We are still 2015 IBC here in NJ. Second floor OL is 30 persons at 100 sf per occupant (2015 IBC 1004.1.2)
 
I don't really see a need for it on second floor which goes back to my original question, how do the sink requirements pertain to multiple storeys?

It is certainly needed on first floor where kitchens and bathrooms are located and will most likely be floor mounted.
 
Designer option - service sink is what IPC states - Sinks are listed in two location on chapter 4 of the IPC - Sinks and sanitary sinks. Lavatories are listed in other areas. For a service sink, if you meet the listing requirements for sinks, it would be good. Hopefully, a designer understands the intent and operation of the building with an understanding of how maintenance will be performed - that will be the driving factor of whether 1 service sink per building or 1 service sink per story is provided.
