SFRM Fire Rating within assembly IBC 704.3

I have a primary structural member (header) that is required to have a 2 hour fire rating and is sprayed with an SFRM. The special inspection stated that this particular member does not have a coating on it thick enough to meet a 2 hour rating. This particular beam is located and enclosed within a 2 hour rated shaft wall. The engineers have responded that there is redundancy as the header is within the fire rated wall and therefore a moot point.

Thoughts?

Can't seem to find definitive language in 2009 IBC 704 that addresses this particular situation and I believe it is hinging on the definition of the word encapsulate. This is for a high rise hotel and the shaft referenced is the elevator shaft.
 
So what was shown on the plans as far as how the header was going to be protected
 
Individual encasement means the primary member must have fire protection that doesn't depend on the membrane. Secondary members can depend on the membrane for protection (704.4).

I would consider a masonry shaft as providing individual encasement, but I'm just a man with pencil who draws.
