Shaft ratings for apartments over parking garage, 509.2.2

4 level, Apartment building, 3 stories Type V-B apartments over a basement Type I Enclosed Parking Garage:

CBC/IBC 509.2.2 exception #2 allows one hour shaft and stair walls on the three stories above grade when “the enclosure connects less than 4 stories”.

1. Someone in my office says that this “less than 4 stories” is (A) referring only to the “separate and distinct” building above grade, and thus my elevator shaft and stair shafts that connect all levels can be 1 hour walls above the basement (3 hour below).

I thought that (B) “the enclosure connects less than 4 stories” refers to the entire design (basement + 3 levels of apartments), thus the elevators and stairs should be 2 hour.

Which scenario is correct, (A) or (B)?

2. If I have a car exhaust vent shaft from the garage that goes all the way to the roof, it is not “connecting” to any other floors. Can this be one hour above the garage level?
 
1. B is correct Check out the definition of story

2. 2006 IBC 707.4 would require this to be 2 hours as well not sure about CBC
