Shelter in Place rooms in multi story buildings

Is there and if so where can i find codes or guide lines on sheltering in place during an fire or other emergency?

I ask as we have several wheel chair bound personnel. During a fire the elevator goes to the ground floor. it would seem to be the best practice for these people to go to a designated room/safe room to await fire personnel. It would be quicker to find them in one place, after checking that room they could clear the rest of the area.

If there is nothing currently, the best thing to do would be to talk to your fire department to set up a procedure for emergencies...The stairwells are usually the safest place and typically where an area of refuge would be located....

Since you are in Vero Bch it will come in handy today as you are experiencing some nasty weather today (I'm originally from West Palm). Look at the provisions in NFPA 1 [14.3.3] (Florida Fire Prevention Code) for areas of refuge. The interior floor landing of the stairwell may be used provided it does not impede egress.
