Shower surround w/ shower pan SPECS needed

I came across an unusual site when working on a shower. The greenboard attached to the studs were 14" short of touching the ground with the studs exposed. All that protected these studs was the enclosure itself. Now call me stupid but shouldn't there be a water barrier of some sort between the enclosure and the studs.
I am a first timer on this site so please be patient if I ask the wrong questions. Thanks guys
