Single floor apartment in 12 story building public corridor??

I have a small lot each floor is 1200 sf

Owner wants single apartments per floor but does not want a public corridor and have the elevator keyed to open into apartment. Occupants can access either exit from an internal corridor

Use group r-2

I have two means of egress and elevator in core

It works with two apartments per floor with public corridor

But 1013.6 requires an interviening hallway

Any exceptions I can use?
